The National Treasury Employees Union (NTEU) is an independent labor union representing approximately 150,000 employees of 30 agencies of the United States government. The union specializes in representation of non-supervisory federal employees in every classification and pay level in civilian agencies.

Chapter 305 was created as a response to the split of the Bureau of Alcohol, Tobacco and Firearms (ATF) into the Alcohol and Tobacco Tax and Trade Bureau (TTB) and the Alcohol, Tobacco, Firearms and Explosives (ATF) with the passing of the Homeland Security Act and the creation of the Department of Homeland Security (DHS).  For the first few years, the ATF Chapters remained intact and represented the TTB employees in their area.

NTEU then created new chapters for both ATF and TTB. 

The new TTB chapter created was Chapter 305.  We are a national chapter that represents GS and Pay Demo Employees and have a very diverse membership.
