THE ADMINISTRATOR REJECTS INFORMAL DISCUSSIONS WITH THE NTEU CHAPTER 305 PRESIDENT - FIRST LEVEL GRIEVANCE FILED

On July 7, 2010, Ms. Yankey, President of NTEU Chapter 305 submitted an e-mail to Mr. John Manfreda introducing herself as the Chapter President representing all the bargaining unit employees of the agency and requested a chance to talk informally regarding the situation at the NRC, especially the recent meetings and statements made by Mr. Boland, Director of the NRC.
On July 7, 2010, Ms. Yankey, President of NTEU Chapter 305 submitted an e-mail to Mr. John Manfreda introducing herself as the Chapter President representing all the bargaining unit employees of the agency and requested a chance to talk informally regarding the situation at the NRC, especially the recent meetings and statements made by Mr. Boland, Director of the NRC.
On July 8, 2010, Ms. Yankey received an e-mail in which an attorney advised her that Mr. Manfreda had requested he respond on his behalf. Since the Chapter President is equal to any manager when talking with them on behalf of the bargaining unit, this was quite an insult to the entire chapter. In addition, in the e-mail, the chapter was advised to work with Labor Relations or with the Partnership, basically advising the chapter that we should go formal. As requested, the chapter has filed a grievance (see link below) on behalf of the bargaining unit employees at the National Revenue Center due to the behavior of Mr. Boland at these meetings – copy attached.
The chapter is very disappointed that Mr. Manfreda is not willing to work with the chapter and will continue to file formally for all employees when their rights and our Nationally Negotiated Agreement are violated.
